為深入貫徹落實(shí)習(xí)近平總書(shū)記關(guān)于加強(qiáng)我國(guó)國(guó)際傳播能力建設(shè)的重要指示精神，進(jìn)一步完善人民法院法治國(guó)際傳播工作機(jī)制，近日，最高人民法院印發(fā)《關(guān)于進(jìn)一步規(guī)范人民法院組織機(jī)構(gòu)、職務(wù)名稱(chēng)、工作場(chǎng)所英譯文的通知》（以下簡(jiǎn)稱(chēng)《通知》）。
《通知》立足新發(fā)展階段實(shí)際，全面吸收和展示了黨的十八大以來(lái)人民法院深化司法體制改革的重要成果，結(jié)合新修訂的人民法院組織法、法官法，規(guī)范了最高人民法院巡回法庭、國(guó)際商事法庭、知識(shí)產(chǎn)權(quán)法庭，以及金融法院、知識(shí)產(chǎn)權(quán)法院、互聯(lián)網(wǎng)法院等改革成果的英譯文。
《通知》以是否符合國(guó)際傳播的實(shí)效性為標(biāo)準(zhǔn)，注重全球化表達(dá)、區(qū)域化表達(dá)、分眾化表達(dá)，英譯文既便于外國(guó)讀者準(zhǔn)確理解，又符合我國(guó)制度實(shí)際、不扭曲術(shù)語(yǔ)原意。
《通知》以問(wèn)題為導(dǎo)向，從法院名稱(chēng)、內(nèi)設(shè)機(jī)構(gòu)、審判組織、法官職務(wù)、人員分類(lèi)、工作場(chǎng)所、區(qū)域名稱(chēng)、法庭指示牌等方面，規(guī)范了208個(gè)術(shù)語(yǔ)的英譯文，基本能夠滿(mǎn)足人民法院完善涉外審判機(jī)制、優(yōu)化法治營(yíng)商環(huán)境、擴(kuò)大對(duì)外法治宣傳的實(shí)際需要。
《通知》要求，各級(jí)人民法院要認(rèn)真落實(shí)習(xí)近平總書(shū)記關(guān)于加強(qiáng)我國(guó)國(guó)際傳播能力建設(shè)的重要指示，推進(jìn)對(duì)外法治宣傳，講好中國(guó)法治故事，完善新時(shí)代人民法院的國(guó)際合作交流、涉外案件審判機(jī)制，推動(dòng)形成更高層次改革開(kāi)放新格局。下一步，各級(jí)法院將結(jié)合工作實(shí)際，在國(guó)際合作交流、涉外案件審理、雙語(yǔ)標(biāo)識(shí)制作中規(guī)范使用相關(guān)術(shù)語(yǔ)的英譯文。

黨的十八大以來(lái)，人民法院在以習(xí)近平同志為核心的黨中央領(lǐng)導(dǎo)下，持續(xù)深化司法體制改革，深入開(kāi)展國(guó)際司法交流合作，中國(guó)特色社會(huì)主義司法制度更加成熟更加定型，我國(guó)司法國(guó)際形象和影響力不斷提升。人民法院組織法、法官法修訂完成后，一些司法改革最新成果的英譯文亟待確定。隨著更高層次改革開(kāi)放加速推進(jìn)，國(guó)際司法交流合作日益深入，涉外案件和司法協(xié)助業(yè)務(wù)穩(wěn)步增長(zhǎng)，更有必要進(jìn)一步規(guī)范人民法院組織結(jié)構(gòu)、職務(wù)名稱(chēng)、工作場(chǎng)所的英譯文。
